Stop Campus Hazing Act (SCHA)
Hazing Prevention and Education
At CUSM, we are committed to fostering a campus environment that promotes safety, inclusion, and ethical leadership. Hazing in any form is strictly prohibited. Our university takes a proactive approach to prevention, education, and accountability, in alignment with California law and the emerging standards under the federal Stop Campus Hazing Act (SCHA).
What is Hazing?
As defined by the California Anti-Hazing Law or Matt’s Law (CPC §245.6), “Hazing” means any method of initiation or pre-initiation into a student organization or student body, whether or not the organization or body is officially recognized by an educational institution, which is likely to cause serious bodily injury to any former, current, or prospective student of any school, community college, college, university, or other educational institution in this state. The term “hazing” does not include customary athletic events or school-sanctioned events.
Examples include:
- Forced physical exertion
- Sleep deprivation
- Degrading or humiliating tasks
- Coerced alcohol consumption
- Threats or intimidation
Even if intended as tradition or team-building, hazing is harmful and illegal.
Matt’s Law (California Penal Code §245.6)
Under California law:
- Hazing that results in serious bodily injury or death is a felony, punishable by up to 3 years in prison.
- Hazing that does not result in injury is a misdemeanor, with penalties of up to 1 year in jail and/or a $5,000 fine.
- Liability applies to students and non-students, including alumni and unaffiliated individuals.
The Stop Campus Hazing Act (2024)
The Stop Campus Hazing Act, signed into law December 2024, strengthens federal requirements for higher education institutions. Provisions include:
- Hazing is officially included under the Clery Act, requiring colleges to collect and publish hazing incidents in their Annual Security Reports (ASRs).
- Institutions must define hazing and report incidents that result in death or serious bodily harm.
- Provide hazing prevention education to students, faculty, and staff.
- Ensure ongoing training and outreach efforts that reflect the risk, recognition, and reporting of hazing.
Campus Hazing Transparency Report
A key requirement of the Stop Campus Hazing Act, the Campus Hazing Transparency Report is designed to enhance public awareness of hazing incidents in higher education and help create a system of accountability. It mandates that colleges and universities participating in federal financial aid programs collect and publicly disclose information about student organizations found responsible for hazing violations.
Key Reporting Deadlines
- Data Collection begins July 1, 2025
- First Report Published: Within 12 months of the SCHA’s enactment
- Update frequency: Minimum of twice a year
What will be Included in the Report?
For each hazing incident where a student organization is found responsible, the public report will include:
- Name of the student organization involved
- Summary of the violation, including whether alcohol or drugs were involved
- Findings of the investigation and any sanctions imposed
- Key dates, including:
- Date of the alleged incident
- Start and end dates of the investigation
- Date the organization was notified of the outcome
Data Privacy & FERPA Compliance
- No student names or personal information will be disclosed
- All reports will be designed to comply fully with the Family Educational Rights and Privacy Act (FERPA)
Public Access to Reports
- Reports will be published on this page and remain publicly accessible for at least five years
- If no hazing violations occur during an update period, no update will be required

Any person should report a hazing concern if they believe it has occurred or have a reasonable suspicion to believe it will happen. To report a hazing concern you may use one of the following options:

All reports will be reviewed promptly and confidentially. Retaliation is strictly prohibited.
Prevention Education
Students
CUSM shall provide incoming students with an annual educational training module on hazing. The module will include information on hazing prevention, awareness, intervention, and any hazing policies at CUSM.
